Regem-melech was a member of a delegation sent to the house of the Lord in Bethel to seek spiritual counsel. His inquiry prompted Zechariah's message concerning the sincerity of fasting and the importance of obeying the word of the Lord. He represents the post-exilic remnant seeking to align their religious practices with God's requirements.
