Old Testament
Osnappar
An Assyrian official who deported various peoples to settle in the cities of Samaria.
Osnappar is mentioned in Ezra 4:10 as the official responsible for the forced relocation of foreign populations into the region of Samaria. He is widely identified by scholars as the Assyrian king Ashurbanipal, who continued the policy of resettlement initiated by his predecessors. His role in the text highlights the historical context of the ethnic and religious tensions faced by the returning Jewish exiles.
